وزارة الأشغال العامة توقع اتفاقية مع المؤسسة الدولية للمستثمرين في الموارد البشرية – فرع الإمارات
وقعت وزارة الأشغال العامة اتفاقية عمل مع المؤسسة الدولية للمستثمرين في الموارد البشرية – فرع الامارات لبدء المرحلة الاولى من تطبيق مواصفة IIP والتي تعتبر المواصفة الوحيدة المعترف بها عالميا في مجال الاستثمار في الموارد البشرية.
وقع الاتفاقية من جانب الوزارة سعادة المهندسة / جميلة الشامسي مدير إدارة الموارد البشرية ومن جانب مؤسسة المستثمرين في الموار البشرية الدكتور/ علاء جراد المدير العام لمؤسسة IIP والرئيس التنفيذي لشركة IPE وذلك في ديوان عام الوزارة بدبي.
وبموجب الاتفاقية سوف تبدأ الشركة في مسح ودراسة الوضع القائم حالياً بالوزارة مع تقديم خطط اعمال لبدء تطبيق المواصفة الدولية ويلي مرحلة التطبيق التدقيق النهائي للحصول على الاعتماد الدولي بواصة مقيمين دوليين من المملكة المتحدة.
وقد اشادت المهندسة جميلة الشامسي بهذه المبادرة وافادت بان المبادرة تاتي ضمن رسالة ادارة الموارد البشرية بالالتزام بتطبيق معايير التميز العاليمة في تقديم الخدمات من خلال الإدارة الفعالة للموارد البشرية والمالية والتقنية والمعرفية.
وقد صرح سعادة الدكتور/ سالم السالم خبير الموارد البشرية بالوزارة بان مواصفة المستثمرين في الموارد البشرية قد ساهمت في ايجاد منظومة مجربة ومعتمدة للارتقاء بالموارد البشرية وبخاصة في الجهات الحكومية وهي بذلك تعتبر خارطة طريق واطار عمل عملي مبني على اساليب واطر علمية. ورحب بالتعاون بين الوزارة ومؤسسة المستثمرين في الموارد البشرية – فرع الامارات.
ومن جانبه ثمن الدكتور علاء جراد مبادرة الوزارة والتي سوف تساعد في ترسيخ مفاهيم وممارسات الاستثمار في الموارد البشرية، حيث ستسعى الشركة في المراحل التالية بالتعاون مع الوزارة في تطبيق الكثير من افضل الممارسات العالمية في مجال الموارد البشرية، وبذلك تنضم الوزرة لركب الرواد في تطبيق هذه المعايير الدولية والذين قارب عددهم على العشر مؤسسات من القطاعين الحكومي والخاص. كما اوضح بان الوزارة ستكون ضمن المؤسسات الاولى التي ستحصل على جائزة الامارات للاستثمار في الموارد البشرية والتي تشرف عليها حكومة دبي ممثلة في دائة التنمية الاقتصادية وذلك عند حصول الوزارة على الاعتماد الدولي.

نظمت الدولية للأداء المتميز (IPE)ندوة حول الاعتماد الدولي للمستثمرون في الموارد البشرية (IIP) في جامعة ميدلسكس بدبي بالتعاون مع دائرة التنمية الاقتصادية في دبي وحكومة دبي.
وقد قدم الندوة الدكتور علاء جراد ،الرئيس التنفيذي للدولية للأداء المتميز والمدير العام للمستثمرين في الأداء المتميز فرع الإمارات، بالتعاون مع الدكتور سدوين فرناندس ، أستاذ في الاقتصاد وإدارة الأعمال الدولية ومدير برنامج الماجستير في إدارة الأعمال ومدير مركز الابتكار في الادارة في جامعة ميدلسكس بدبي.
يعد إطار عمل المستثمرون في الموارد البشرية أداة فعالة لتحسين الأداء في المؤسسة. تم ابتكار إطار عمل المواصفة من حكومة المملكة المتحدة بالتعاون مع شركات أخرى في المملكة . تعتبر المواصفة من أهم المواصفات المتخصصة في معايير الجودة والوحيدة عالميا التي تتبنى فكرة الاستثمار في المورد البشري. تم تصميم اطار عمل المواصفة لدعم المؤسسة في ظل التغيرات المفاجئة التي من شأنها التأثير السلبي على المؤسسة ، ويتم ذلك عن طريق تطبيق أفضل الممارسات في الاستثمار في الموارد البشرية . المصدر : www.iipuae.com .
ابتدأ دكتور علاء جراد الندوة بالتعريف عن الدولية للأداء المتميز كواحدة من الشركات السريعة التطور في مجال ادارة الجودة والأداء المتميز، والشركة الوحيدة للاستشارات وتطبيق المعيار الدولي لمواصفة المستثمرين في الموارد البشرية في الإمارات.
وأكمل دكتور علاء بالتعريف عن مبدأ عمل المواصفة والتأكيد على أهمية تطبيقها لما فيه من عائدات مادية ومعنوية .
و عندما سُئل السيد ياسر العلي، مدير تخطيط و تطوير أداء الموارد البشرية في إجادة، عن أهمية مثل هذه الندوات، قال: "إنه من الضروري و الإلزامي أن يتم عقد الندوات المتعلقة بأفضل الممارسات للاستثمار في الموارد البشرية في الدولة بشكل دوري، التي و بدورها تعزز من استراتيجيات تطوير المورد البشري بشكل عام و شامل. كما أن هذه الندوات تلعب أيضاً دوراً فعالاً في زيادة الوعي و المعرفة بين المشاركين، حيث أن الجميع بإمكانه المشاركة و المساهمة و إبداء الرأي في ما يخص محور الندوة، و يعزز الأفكار المطروحة فيها. "
وحضر الندوة 37 مشارك من 12 مؤسسة من مختلف المجالات، وتضم: شرطة أبوظبي، وهيئة الصحة بدبي، وسلطة واحة دبي للسيليكون، وإجادة، وهيئة الإمارات للهوية، وفندق لوتس، و مارينا الخليج للتجارة، وجامعة ميدلسكس بدبي، ووزارة البيئة والمياه، ووزارة الشئون الاجتماعية، والهيئة الوطنية للتأهيل، و Xerox. تم ختام الفعالية بالاستماع إلى اراء الحضور والمشاركين عن الندوة والإعلان عن مؤتمر التعلم المؤسسي الذي ستنظمه الدولية للأداء المتميز بالتعاون مع هيئة الإمارات للهوية في تاريخ ال21من أكتوبر 2012، و ال7 وال8 من أبريل 2013 في فندق فيرمونت باب البحر أبوظبي . وسيضم المؤتمر نخبة من القادة في مجال إدارة الجودة والتعلم المؤسسي مثل دكتور بيتر سينج ودكتور جون جيرارد.
In cooperation with Department of Economic Development, IPE holds the fourth Investors in People seminar at Middlesex University
Dubai, United Arab Emirates - September 13, 2012 - A seminar about Investors in People (IIP) accreditation and framework was held at Middlesex University by IPE (International Performance Excellence) in collaboration with the Department of Economic Development and Government of Dubai. It was conducted and presented by Dr. Alaa Garad, CEO of IPE and Managing Director of IIP in UAE, with the operational cooperation of Dr. Cedwyn Fernandes, Professor in economics and international business, MBA Program Leader, and Head of Center for Innovation in Management at Middlesex University Dubai.
“Investors in People (IIP) is a continuous business improvement framework and is ever-changing in line with business needs. The framework was developed by UK Government in collaboration with leading UK businesses. It is recognized as a leading business improvement framework and quality standard and is the only International Framework which is 'people orientated'. The framework was developed to support businesses through times of change and economic uncertainty using recognized best practice,” as stated by IIP in UAE website.
Dr. Garad began the seminar by introducing IPE (International Performance Excellence) as one of the rapidly developing companies in the field of quality management and performance excellence. It is also recognized to be the only licensed company in the UAE by “Investors in People International” to provide consultancy and implementations for the IIP framework and accreditation.
He then continued by introducing the concept of Investing in People, framework and how important, beneficial, and profitable its implementation is.
“Over 40,000 organizations worldwide are using IIP framework, in which 35,000 are recognized.” Dr. Garad mentioned. “About 31% of the UK workforce – about 7 million people – is working with IIP accredited organizations.”
“IIP UAE has been established with intention to align the government policies and direction for investing in Human Capital and building capacities in government department along with the private and non-profit sectors in the UAE.” Dr. Garad added.
He also shifted during the seminar to talk about the “Investors in People UAE – Award” that was launched by International Performance Excellence and Department of Economic Development – Dubai to award the companies and organizations that are eager to invest in people. And the winners of IIP award shall be awarded during DED annual awarding ceremony that usually recognizes the winners of DQA, DHDA, DSES (DED excellence awards).
“Recently organizations started to have high awareness about the importance of investing in the employees, and that achieving the best services with clients comes in parallel with applying the best practices of “investing in people” on the ones who are offering these services, as the organizations need to stop looking at the employees as a tool to be utilized to the maximum, but a human been that has feelings and needs, and from here comes the high need for a standard that takes care of the employees starting from what do they need, takes care of their training plans, and ends at executing strategies that motivates, appreciates, and unleash their talents and capabilities. And as a result for this, the company that will get the IIP standard will at that time have the secret mix of the organizational effective success, which is: people are the foundation of achieving the sustainable excellence and the pure quality.” Mrs. Nareman AlHakim, HR development consultant of the Ministry of Social Affairs, said.
Mr. Patanjali Sharma, general manager of Lotus Downtown Metro Hotel Apartments, was one of the important delegates who attended the seminar. “In today’s environment, organizations have been paying more attention to cost controls than identifying real talent for a particular job or vacancy. A suitable human force will have the capability to work effectively in given time frame and also he would be sensitive to cost control”, said Mr. Patanjali.
When asked about the importance of such seminars and events, Mr. Yasir Al Ali, a senior manager of HR planning and performance at Ejadah, said “It is imperative that we are offered to have such kind of seminars to attend on regular basis which will prove to enhance the development of strategies for the whole HR Industry, at large. Seminars also act as a pool of knowledge where everyone shares, contributes, debates and concludes a practice as an HR best practice for that given concern”.
The seminar was attended by 35 delegates representing 12 organizations that effectively valued the importance of IIP. These valuable organizations include Abu Dhabi Police, Dubai Health Authority, Dubai Silicon Oasis Authority, Ejadah Asset Management Group, Emirates Identity Authority, Lotus Hospitality, Marina Gulf Trading LLC., Middlesex University, Ministry of Environment and Water, Ministry of Social Affairs, National Qualification Authority, and Xerox.
The seminar was finally enclosed by collecting feedbacks and announcing IPE’s upcoming international event, Organizational Learning Conference – MENA. The conference’s keynote speakers will include gurus in quality management and organizational learning like Dr. Peter Senge and Dr. John Girard. It is to be held in collaboration with Emirates Identity Authority on October 21, 2012 and on April 7 and 8, 2013 at Fairmont Bab Al Bahr hotel – Abu Dhabi.
